In a heartbreaking incident that shook the community of San Jacinto, a 39-year-old man, Julio Cesar Rodarte, was apprehended early Monday morning after opening fire at passing commuters on State Street, resulting in the tragic death of a husband and father of four, Victor Hugo Leon. Another individual was also injured in the senseless act of violence.
The devastating events unfolded around 6:30 a.m. near West 7th Street, drawing a swift response from authorities with the Riverside County Sheriff’s Department, who rushed to the scene following reports of the suspect firing at random vehicles.
Griselda Zepeda, the grieving widow of Victor Hugo Leon, described him as a loving husband and devoted father who worked tirelessly to provide for his family. The couple had been married for 13 years and resided with their children in their first home in San Jacinto.

The absence of Victor Hugo Leon, who normally returned home from an overnight shift in Moreno Valley in the morning, prompted growing concern among family members. Tragically, it was later confirmed that he had been a victim of the fatal shooting incident.

Surveillance footage captured the disturbing sequence of events as Rodarte indiscriminately discharged multiple rounds at passing cars, displaying a chilling lack of regard for human life. Despite efforts to subdue him, Rodarte was apprehended and now faces charges including murder and multiple counts of attempted murder.
As the community reels from the tragedy, Zepeda urged people to cherish their loved ones and seek solace in faith during difficult times. A GoFundMe campaign has been initiated to assist the family with funeral expenses as they mourn the loss of Victor Hugo Leon.
