Top House Republicans are rallying in support of a recent subpoena issued to ActBlue, a major Democratic fundraising platform, over concerns about potential vulnerabilities in its donor verification process.
The subpoena, led by House Administration Committee Chair Bryan Steil, R-Wis., demands documents and communications related to ActBlue’s security protocols, specifically addressing concerns over foreign influence in U.S. elections.
Steil, backed by high-profile Republicans, has raised concerns that ActBlue’s verification system could allow for unauthorized foreign contributions.

He specifically cited the lack of a card verification value (CVV) requirement for donations until recently, which he claims could have opened the door to fraudulent and foreign donations. “ActBlue has a lot of explaining to do,” stated Steil. “This subpoena is essential to address serious allegations about foreign funds potentially being funneled through the platform.”
Rep. Richard Hudson, R-N.C., chairman of the House Republicans’ campaign arm, also expressed his support for the committee’s efforts, stating, “We must ensure our elections are free from foreign financial interference, just as we protect the right to vote for American citizens.”
Hudson emphasized the importance of investigating ActBlue’s practices to preserve election integrity.
House GOP Conference Chairwoman Elise Stefanik, R-N.Y., echoed concerns about foreign influence, pointing out that Steil’s inquiry comes amid reports that countries like China and Iran are attempting to sway the election. “Malign foreign actors are trying to hijack American elections through the Far Left Democrat fundraising platform ActBlue by tipping the scales in favor of Kamala Harris and Congressional Democrats,” Stefanik said.
She stressed that safeguarding U.S. elections from foreign influence is now more critical than ever.
A spokesperson for House Majority Leader Steve Scalise, R-La., affirmed his support for the investigation, noting, “Only American citizens should be participants in our elections, and this investigation is critical to ensure that our elections remain secure and shielded from foreign actors.”
The subpoena requests information on ActBlue’s policies and procedures that could allow foreign entities to influence U.S. elections, specifically noting concerns about Iran, Russia, Venezuela, and China.
ActBlue responded to the inquiry in a statement, asserting that it has maintained high standards of donor security and compliance with federal laws. “We rigorously protect donors’ security and maintain strict anti-fraud compliance practices. We have zero tolerance for fraud on our platform,” ActBlue’s spokesperson stated.
Rep. Laurel Lee, R-Fla., who chairs the panel’s subcommittee on elections, noted that initial findings indicate ActBlue’s protocols could be exploited, allowing foreign donations to slip through.
“Loopholes in ActBlue’s insufficient security protocols may be exploited by bad actors, potentially leading to countries like China, Russia, and Venezuela donating to campaigns in the names of Americans without their consent,” she said.
Other committee members also voiced support for the investigation, including Rep. Greg Murphy, R-N.C., who emphasized the importance of enforcing campaign finance laws. “The subpoena is critical for the committee to ensure federal campaign finance laws are not being violated, including laundering money into campaign coffers through inadequate security protections,” Murphy stated.
Rep. Stephanie Bice, R-Okla., added her concerns over ActBlue’s former lack of CVV verification and allowance of pre-paid cards for donations, practices she argues could undermine election security.
ActBlue has categorically denied any wrongdoing.
In a previous statement, ActBlue maintained, “These false claims about ActBlue have been discredited repeatedly by campaign finance experts. ActBlue protects donors’ information by maintaining a robust security program and fraud prevention measures, often beyond what is required by law.”

With Election Day just days away, these concerns have put ActBlue’s practices under a national spotlight, with Republicans arguing that ensuring election integrity requires scrutiny of fundraising platforms on both sides.
The outcome of this inquiry could have significant implications for how campaign finance security is handled in future elections.
