Houston police have apprehended two migrants from Venezuela, Johan Jose Rangel Martinez, 21, and Franklin Jose Pena Ramos, 26, in connection to the murder of 12-year-old Jocelyn Nungaray. The young girl was lured away from her home, strangled, and disposed of in a bayou.
Pena Ramos illegally crossed the border into El Paso, Texas on May 28 and was subsequently released into the US after claiming fear for his safety if returned to Venezuela. He informed authorities that he intended to stay with his cousin in Houston until his court appearance in July. Martinez, on the other hand, crossed the border at El Paso on March 14 and was set to appear in court in August before being removed from a GPS monitoring program in May.
The suspects were identified through surveillance footage showing them following Jocelyn into a local convenience store. Her body was discovered in a swampy creek by a passerby on Monday, with the arrests of the suspects taking place at a nearby apartment complex where they were residing.

Jocelyn's mother, Alexis Nungaray, lamented the loss of her daughter and expressed her anger towards those responsible for her death. Houston Mayor John Whitmire remarked on the personal impact of the tragedy, emphasizing the severity of the crime.
