Rep. Roger Williams, a Texas Republican and chairman of the House Small Business Committee, is introducing a resolution in the U.S. House of Representatives aimed at defending Americans’ Second Amendment rights against what he calls the Biden administration’s relentless assault on gun ownership.

Williams’ resolution underscores the Second Amendment’s protection of the right to keep and bear arms, asserting that President Biden’s administration has continuously sought to undermine this constitutional guarantee. “The Biden administration has gone to extreme lengths to criminalize law-abiding gun owners, ignoring Congress, and using federal agencies like the DOJ and ATF to abuse the rule-making process,” Williams stated.

The resolution specifically targets recent actions by the Department of Commerce’s Bureau of Industry and Security (BIS), which implemented a rule limiting the export of firearms, ammunition, and related components. This rule, which takes effect Thursday, was criticized by Williams for restricting Second Amendment rights without adequate justification. The Department of Commerce defended the rule, stating it aims to prevent legally exported firearms from contributing to regional instability, drug trafficking, and other threats to U.S. national security.

Williams’ resolution condemns this and other regulatory efforts, asserting that President Biden has signed multiple executive orders expanding restrictions on lawful gun ownership beyond constitutional and statutory authority. It highlights actions by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) that have imposed further limitations on gun rights.

The resolution calls on the House of Representatives to reaffirm its support for the Second Amendment and to oppose the Biden administration’s gun control policies. It has garnered support from several gun rights organizations, including the National Rifle Association (NRA), the National Shooting Sports Foundation (NSSF), the U.S. Concealed Carry Association (USCCA), and the National Association for Gun Rights (NAGR).

Randy Kozuch, Executive Director of the NRA-ILA, praised Williams’ efforts, stating, “Time and time again, the Biden Administration has overstepped its authority to attack the rights of law-abiding gun owners. The NRA thanks Rep. Roger Williams for his resolution affirming the U.S. House of Representatives’ support of the Second Amendment.”

Lawrence G. Keane, Senior Vice President and General Counsel for NSSF, also commended the resolution, emphasizing the importance of defending inalienable rights granted by the Creator, not the government. “Our freedoms are worthy of our defense, and the Second Amendment guarantees that no law-abiding citizen will be deprived of the natural right of self-defense or the rights to keep and bear arms to defend themselves and preserve those liberties,” Keane stated.

Williams’ resolution has attracted co-sponsors from prominent Republican lawmakers, including Reps. Andy Biggs (R-Ariz.), Byron Donalds (R-Fla.), Diana Harshbarger (R-Tenn.), Richard Hudson (R-N.C.), Randy Weber (R-Texas), and Lauren Boebert (R-Colo.). Last week, Sen. Tim Scott (R-S.C.) led 22 Senate Republicans in urging the Biden administration to withdraw the contentious rule and its associated license revocations.
