Denver, a city under Democrat leadership, has made headlines by offering a comprehensive guide on transforming cities into immigrant sanctuaries at the expense of taxpayers. Titled “Newcomers Playbook: A Guide to Welcoming Newcomers into Your City,” the guide has drawn both criticism and support from different factions.
The guide, authored by the “Office of Mayor Mike Johnston,” claims to provide recommendations and strategies for successfully integrating newcomers into cities. It emphasizes using the term “newcomers” in a bid to create an inclusive environment. However, critics argue that this rebranding is just an attempt to mask the term “illegal aliens.”

While the guide celebrates the idea of sanctuary cities, it is somewhat contradictory, considering Mayor Johnston’s past actions. The mayor has previously criticized outside groups and states for sending immigrants to Denver, expressed concerns about the strain they place on the city’s resources, implemented measures to discourage immigrants from settling in Denver, and even spent funds to relocate immigrants to other cities. Furthermore, funding and services for immigrants have been reduced, and efforts have been made to evict immigrants from city-sponsored shelters.
Despite these seemingly conflicting actions, the guide offers practical advice for aspiring sanctuary cities. It suggests establishing intake centers to aid immigrants in accessing free services, providing free transportation, housing, food, clothing, medical care, and legal advice. For added convenience, it even proposes acquiring or arranging contracts for mobile shower and laundry trucks to cater specifically to newcomers.
In an eyebrow-raising move, the guide also includes a checklist of “guest-related” questions to help cities anticipate potential challenges in advance. Moreover, it advises city officials to utilize fraudulent social security numbers (SSNs) for immigrants when necessary, supplying the example of entering “123-45-6789” in online applications that require an SSN.
Mayor Johnston, in a statement to the press, asserted himself as a national leader on this subject and touted Denver’s success in building sustainable systems to support newcomers. Despite the lack of federal support, he claimed that Denver has turned a crisis into an opportunity by helping immigrants rebuild their lives. Johnston expressed his pride in the playbook, declaring that it will assist newcomers in resettling while encouraging cities nationwide to welcome immigrants and invigorate their workforces.
